Office Assistant

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ Office
Assistant Gauteng South, who will report directly to the Senior Project Specialist and be based at the
Gauteng South Provincial Office.

Grading: (Role Band: B3)
Salary: R166 478 (Total Cost to Company per annum)

The role of this position is to:
To efficiently and effectively provide general office assistant and support in the Offices

Key Performance Areas will include but not limited to the following:

  • Effective Manage the kitchen and office cleaning requirements in the offices, ensuring a clean and
    hygiene work and office environment at all times
  • Collect and wash all cups and dishes on a regular basis
  • Ensure dustbins are emptied and cleaned at all times
  • Clean and vacuum all offices including boardroom, meeting rooms and reception area
  • ensuring the office and meeting environment is always clean and hygiene
  • Timeously set-up boardrooms for meetings and manage and service stakeholders and guests with
    tea, coffee and refreshments when required
  • Assist when required with the management of the reception area and switchboard operations

The role of this position is to:
Provide sound, effective and efficient administration services to the Province that will enable easy
accessibility, accuracy and comprehensiveness of information and up-to-date records.

Key Performance Areas will include but not limited to the following:

  • Sound effective and efficient administration of all records and information to enable easy

Procurement Administrator

Procurement Administrator, who will report directly to the Supply Chain Manager and be based at the
Head Office in Centurion

Grading: (Role Band: C2)
Key Scale: R 344 995 (Total Cost to Company)

The role of this position is to:
To provide efficient, effective and sound administrative support and services to the Supply Chain
Management Unit.

Key Performance Areas will include but not limited to the following:

  • Provide support and assistance on the procurement of goods and services ensuring
    compliance to SCM policies, processes, procedures and legislation
  • Compile weekly procurement reports
  • Efficiently make logistical arrangements and coordinate meetings and events
  • Accurately take minutes at meetings and ensure the timeous dissemination of approved minutes

Assistant Accountant

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a
Assistant Accountant: Consolidation and Reporting, who will report directly to the Supervisor
Accountant and be based at the Head Office, Centurion.

Grading: (Role Band: C2)
Salary: R344 995 (Total Cost to Company per annum)

The role of this position is to:
Process all documentation timeously, accurately, and in accordance to policies, procedures and
regulations.

Key Performance Areas will include but not limited to the following:

  • Ensure invoices are properly authorized, supported by a Purchase Order before processing the
    payment according to procedures and processes
  • Prepare monthly project accruals list and raise journals according to standard procedures and
    processes
  • Accurately and timeously capture invoices on AX system and ensure correct allocations
  • Prepare supplier reconciliations and create payment groups
  • Send remittances to all suppliers paid timeously
  • Follow-up and clear queries on outstanding payments ensuring timeous resolution
  • Prepare monthly creditors reconciliations to the General Ledger
  • Ensure all documents are readily available for audit purposes and comply with standard procedures
  • Prepare daily and monthly bank reconciliations effectively
  • Prepare monthly investment reconciliations effectively
  • Reconcile and balance the Petty Cash Account on a monthly basis ensuring accuracy
  • Perform other functions as required by the Unit

Committee Secretary, who will report directly to the Accounting Authority Secretary and be based at the
Head Office, Centurion Office.

Grading: (Role Band: C4)
Salary: R527 769 (Total Cost to Company per annum)

The role of this position is to:
Provide efficient administrative support to the W&RSETA Board Committees ensuring compliance with
standards, procedures and timelines.

Key Performance Areas will include but not limited to the following:

  • Sound effective and efficient administration of all board committee records and information to enable
    easy accessibility and accuracy and comprehensiveness of information
  • Facilitate and arrange committee meetings and take and compile minutes for the board
    committees
  • Compile and communicate board committee decisions to Management and ensure instructions are
    clearly and timeously communicated and status against deliverables monitored to measure progress
    effectively
  • Efficient, sound management of board committees calendar ensuring sufficient notification to all
    relevant stakeholders in order to prepare the required documentation, reports and presentations for
    timeous board submissions
  • Manage the operational budget for the board committees ensuring compliance to policies and
    procedures
  • Provide administration of meeting packs, catering, logistic arrangements, venue bookings for the
    Committee meetings
  • Arrange the Annual General Meeting and other board committee related events
  • Undertake any other responsibilities that may be required for the efficient functioning of the board
    committees
  • Efficient capturing of minutes of all board committee meetings, ensuring they are properly recorded
    in accordance with good corporate governance
  • Maintain the board committee’s charters and terms of reference and ensure they are kept up to date
  • Proper compilation and timely circulation of committee papers for assisting the chairman of the
    committees with drafting of work plans, documentation and reports
  • Obtain appropriate responses and feedback to specific agenda items and matters arising from earlier
    meetings in board committee deliberations
  • Ensure the Secretary of the Accounting Authority is informed and up-to-date on all board committee
    matters
  • Compile reports of board committees for review by the Secretary of the Accounting Authority
  • Advise the Board Committees on requirements of theconstitution
  • Monitor that quorum is present in meetings and advise the Chairperson in advance based on
    confirmations and/or apologies received
  • Adherence to W&RSETA policies, procedures and legislation
  • Professional visible representation of the SETA, ensuring all behaviors and conduct are aligned with

Minimum Qualifications and Experience

  • National Diploma in Public Administration, Management, Governance
  • 5 years’ relevant experience in committee secretariat.
  • Knowledge and understanding of Corporate Governance and Regulatory framework (PFMA, Skills
    Development Act, Skills Development Levies Act, Companies Act, King IV Report) and other
    related legislative and regulatory framework

Quality Assurance Officer

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a
Quality Assurance Officer, who will report directly to the Provincial Manager and be based at the
KwaZulu-Natal Provincial Office.

Grading: (Role Band: C4)
Salary: R527 769 (Total Cost to Company per annum)

The role of this position is to:
To provide a professional, efficient and effective quality assurance function and service on W&RSETA
projects in the Province.

Key Performance Areas will include but not limited to the following:

  • Effective and efficient end-to-end delivery, execution, coordination and implementation of quality
    assurance services on projects and programmes ensuring delivery within specified timelines and
    contract specifications
  • Facilitate accreditation activities, including capacitation of Skills Development Providers (SDPs)
    on QCTO accreditation and extension of scope processes
  • Monitoring and auditing of W&RSETA accredited training providers on legacy qualifications
  • Facilitate extension of scope of Training Providers on W&RSETA legacy qualifications
  • Ensure accuracy in the registration and notification of scope for assessors and moderators
  • Capacitate stakeholders on quality assurance matters and resolve related queries within 48 hours
  • Conduct Quality Assurance Onsite Monitoring of Projects
  • Conduct workplace approvals and the Quality Assurance of workplace approvals conducted by
    others in relation to the qualification requirements.
  • Capacitate TVET Colleges on quality assurance and SETA System requirements
  • Facilitate external moderation of assessment
  • Verification of learner information and credit uploads (NLRD)
  • Effective submission of certification requests to Head Office ETQA Unit
  • Participate in the planning of regional activities and projects
  • Facilitate MIS training sessions for SDPs
  • Risk management and fraud prevention
  • Prepare for internal and external DHET/SAQA/QCTO audits
  • Full compliance with the relevant legislation and organizational policies and procedures
  • Prepare and submit monthly reports on quality assurance activities to the Provincial Manager &
    Senior Project Specialist
  • Responsible for capacitating the Provincial Office Team on quality assurance matters
  • Participate in Qualifications Assessment Specification / Curriculum Development on the new
    QCTO qualifications
  • Monitor workplace provision in line with quality assurance requirements and learning programme
  • Conduct 50% onsite external moderation within Projects
  • Give support to other Business Units in closure of projects
  • Continuously track, monitor and measure the learner results and performance against set
    standards and targets (‘the number’) in order to timeously implement viable solutions to achieve
    targets and to ensure adequate budget availability
  • Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of
    project and programme performance.
  • Conduct site visits to stakeholders for learner / site verification and monitoring
  • Up-to-date knowledge and intelligence to continuously support service delivery, programme and
    project implementation and improve performance
  • Maintain a close working relationship between and amongst the team to optimally support
    performance and deliver on stakeholder needs and requirements
  • Supports knowledge-sharing, documentation of information and setting of benchmarks for
    improved performance

  • Excellent knowledge and understanding of QCTO, assessment and moderation practices, learning
    programme design, E-learning and RPL
  • Proficient in MS Office, MS Project
  • External verifier preferred
  • Exposure to program and material development
  • Project Management Exposure / Certificate
  • Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA
    landscape
  • A good knowledge and understanding of the NDP; NSDP; Skills Development Act; NSP; HRDS;

The role of this position is to:
Efficient and effective end-to-end delivery and implementation of allocated special projects and
programmes from initiation to close-out

Key Performance Areas will include but not limited to the following:

  • Effective and efficient end-to-end delivery, execution, coordination, quality assurance and
    implementation of allocated special projects and programmes ensuring all targets are met within
    the specified timelines and contract specifications
  • Effective, end-to-end stakeholder relationship management in allocated jurisdiction ensuring
    stakeholders needs and requirements are met within the required skills framework and legislation
  • Adherence to W&RSETA policies, procedures, PFMA and other relevant legislation
  • Work with the implementing agents / principal agents under deadlines in a fast-paced environment
    to plan and coordinate all aspects of the infrastructure projects from initiation to completion

  • 5 years’ experience in project management / built environment as a Team Leader/
    Supervisor
  • Registration with the SACPCMP
  • Extensive experience in management of project teams
  • Knowledge of Quality Systems
  • Knowledge and understanding of the design and construction processes
  • Ability to further the SETA’s goals to internal and external stakeholders
  • Clear understanding of technical requirements
  • Knowledge and understanding of the PFMA and National Treasury Regulations
  • Experience in a SETA/Public Sector environment will be an advantage
  • Proficiency in MS Projects
  • A valid Driver’s License

Compliance and be based at the Head Office: Centurion.

The role of this position is to:
Develop and implement a Quality Management System for the SETA that provides oversight for the
development and maintenance of quality projects, programs, systems, processes and procedures that
ensure compliance with policies and that the performance and quality of services conform to established
internal and external standards and guidelines.

Key Performance Areas will include but not limited to the following:

  • Develop and implement a quality management system for the SETA nationally which will ensure
    the performance of programmes, projects and services meets and conforms to the required quality
    standards and guidelines internally and externally
  • Provides oversight for the development and maintenance of quality programs, systems, processes
    and procedures that ensure compliance with policies and that the performance and quality of
    services conform to established internal and external standards and guidelines
  • Provides expertise and guidance in interpreting policies, regulatory and/or governmental
    regulations, and internal regulations to assure compliance
  • Close working relationship with operations and provinces to provide process analyses oversight
    on a continuing basis to enforce requirements and meet regulations
  • Leads audit and inspection preparation, resolution of audit and inspection findings and liaises with
    auditing groups and inspectors through all stages of the audits
  • Prepares reports and/or necessary documentation in terms of proposed corrective and
    preventative actions and provides to applicable stakeholders, both internal and external
    recommendations and advice
  • Coordinates legal requests in support of government investigations or litigations
  • Ensures the quality assurance programs and policies are maintained and modified on a regular
    basis, as per policy
  • Facilitates uniform standards for the SETA is implemented across all operations and continuously
    monitor adherence to standards
