The Manufacturing, Engineering and Related Services Sector Education and Training Authority
(merSETA) is a Schedule 3A public entity established in terms of the Skills Development Act (Act

Metal and Engineering, Motor Retail and Components Manufacturing, Automobile Manufacturing,

Senior Manager: Grants Management

HEAD OFFICE

Purpose: To lead and ensure the effective management and disbursement of awarded mandatory and
discretionary grants through a portfolio of programmes and projects aligned to merSETA strategic priorities expressed in the sector skills plan, 5-year strategic plan, annual performance plan and DHET service level agreement, as well as any other priorities that from time to time may be identified by merSETA stakeholders.

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and
responsibilities:

  • Ensure that stakeholder relationships are developed and enhanced to optimally service the needs
    of the merSETA skills development ecosystem in accordance with merSETA’s strategic obligations,
    priorities and governance framework.
  • Develop appropriate policies, procedures, guidelines and plans in line with the merSETA
    governance framework in support of the unit’s function related services and products.
  • Establish programme planning that ensures that all grant awarded programmes and projects are
    planned and managed for effective execution with various role players within the merSETA skills
    development ecosystem.
  • Monitor programme and project commitments to ensure that they are implemented and managed
    within approved regulatory and policy framework whilst adhering to corporate governance
    principles and legal compliance.
  • Provide appropriate oversight of the information system, end to end, i.e. meaning from
    applications, to awards, contract commitments, monitoring, disbursements, deviations, termination
    and close out.
  • Drive effective execution of the operational risk strategy and framework aligned to the mandatory
    and discretionary grant management functions.
  • Oversee the development and preparation of grants related reports for management structures
    and statutory requirements.
  • Lead and manage the grants management team and create a supportive environment and provide
    leadership around expected standards of professionalism and quality of output in the unit.
  • Oversee and manage the evaluation of mandatory grants ensuring compliance to grants
    regulations.
  • Oversee and manage Discretionary Grants Project disbursement and claims processes and provide
    recommendations on Discretionary Grants project disbursements, ensuring that merSETA targets
    are met through Discretionary Grants.
  • Oversee the disbursement of Discretionary Grants in accordance with approved agreements for
    programmes and projects implemented by the Client Services business unit/Regions.
  • Chair the Discretionary Grants process for Evaluations Committee.
  • Ensure a close working relationship between the different divisions to ensure the continuous
    delivery on merSETA’s performance targets.
  • Ensure that the synergy between the different divisions is utilized to continuously support
    merSETA’s performance and delivery against set objectives.
  • Manage and control effective utilization of the grants management budget and ensure cost
    effective utilization and control of the budget.
  • Continuously track, monitor and measure the merSETA’s grants management results and
    performance against set sales standards and targets.
  • Build a capable grants management team in the form of skilled people, in all areas and with sound
    business processes in place.
  • Professional visible representation of the merSETA, ensuring all behaviours and conduct are aligned
    with the company values.
  • Provide proactive advice and identify opportunities to enhance merSETA’s performance in the short
    and medium- term.
  • Continuously provide feedback and communication to ensure all stakeholders are informed.
  • Maintain professional and technical knowledge ensuring benchmarking against best practice and a
    team that is informed of new developments and initiatives.

Qualifications, Experience, Knowledge and Skills

  • NQF Level 8 qualification in Business Management / Public Administration / Education /Training /
    Project Management / Social Sciences / Finance or related field.
  • NQF Level 9 qualification in Business Management / Public Administration / Education / Training /
    Project Management / Social Sciences / Finance or related field be an added advantage.
  • Minimum of 7 years experience within education, training and or skills development environment,
    5 of which should be at management level.
  • 5 years experience in Grants Management.
  • Experience in a SETA environment is essential.
  • 8 years or more experience within education, training and or skills development environment will
    serve as an advantage.

Purpose
The SharePoint Administrator will support the design, implementation, and maintenance of SharePoint platform. This role involves assisting with site creation, user
permissions, and troubleshooting issues to ensure seamless collaboration and information sharing across the organization. The ideal candidate will work closely with
senior administrators to enhance SharePoint functionality, improve user experience, and contribute to the overall efficiency of the company’s digital workspace.

  • Administrating activities on the SharePoint platform, integrating applications, and creating libraries

Purpose
Custodian of all contracts and templates used by merSETA, ensuring standardization, compliance, and alignment with legislation, and drafting to avert potential legal
implications or consequences. Effective and sound contracts management repository providing access to a comprehensive dashboard to determine the status of any
contracts or transactional agreements between SETA and third parties as needed

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and responsibilities:

  • Assist to develop, implement, and manage a contract management framework consisting of approach, controls, policy, procedures, and templates for utilization by all
    departments and units in the SETA.
  • Development of contractual templates for utilization by the SETA aligned with legislation and to avert the SETA from potential legal implications or consequences.
  • Ensure an accurate list of contracts entered between the SETA and other organisations as well as generate reports on the status of existing agreements, including all
    addendums.
  • Continuously monitor the status of all contracts and transactional agreement against effectiveness and consistency of utilization of the contract management
    framework across the SETA to mitigate potential risk and provide advice and support.
  • Up-date and monitor the overall contract register/dashboard for the SETA on a weekly basis and flag potential risks on the contract register/dashboard and ensure
    management is informed.
  • Provide guidance, support and advice on contract matters to departments, business units, committees, and regions.
  • Assist in the drafting of contracts for sign-off by the relevant contract custodian.
    • Develop and manage and update a regulatory universe, framework as well as the Compliance policy.
  • Provide for formal and structured monitoring of the Compliance Requirements.
  • Assist management and the organisation in discharging its responsibility to comply with Compliance Requirements through continuous monitoring of compliance issues.
  • Develop and implement a compliance plan.
  • Train and educate employees and management on all compliance related procedures ensuring in- depth understanding of potential risks and implications for the
    SETA on non-compliance.
  • Custodian of BBBEE ensuring SETA comply to legislation and all procedures are implemented efficiently.
  • Ensure performance against set individual and respective contracts and compliance delivery targets.
  • Continuously track, monitor, and measure Contracts & Compliance and individual performance against set standards and performance targets.
  • Provide formal, standard-reporting and feedback, ensuring accurate, up-to-date status on Contracts & Compliance performance.

  • LLB NQF level 8 qualification or BCom with Honours in Law or equivalent
  • 5 years’ experience in a similar position or in legal and compliance

The primary purpose of the Specialist Systems is to support the deployment, and management of the merSETA cloud server dedicated to innovation software (unique
coding), and its operational support in a testing and production environment.

Key Accountabilities and Responsibilities
The ideal candidate should be able to fulfill and perform the following key accountabilities and responsibilities:

  • Ensuring an optimal environment for the deployment, management and maintenance of unique coding for teaching and learning innovation projects.
  • Managing third-party solutions affiliated with Canvas and implement/support their LTI integrations.
  • Providing second tier support for system users.
  • Set-up and monitoring of an internal ticketing system for LMS-related issues to ensure that issues are addressed appropriately.
  • Performing regular backup operations appropriate for data protection, disaster recovery and failover procedures.
  • Provision of documentation and technical specifications to system users for planning and implementing new and/or upgraded software.
  • Responsible for capacity, storage planning, and database performance.

Qualifications, Experience, Knowledge and Skills

  • NQF Level 6 in Information Technology, Information Systems, Computer Science or related field
  • At least 3 years working experience in an ICT environment with knowledge and experience in deployment, management, administration and troubleshooting in a
    Linux operating environment for Cloud-based: Virtual Box, Ubuntu 20.04, Docker & Docker compose, NGINX and PostgreSQL
  • Additional experience in the following will be an advantage: Scripting and automation tools; deployment of open-source Canvas educational software; of implementing
    and effectively developing helpdesk and IT operations best practices including expert knowledge of security, storage, data protection, and disaster recovery protocols
